Depends,on a number of factors.
First is the tortilla spoiled? Or has it been setting out. If yes to either of these questions then NO!!! Dog can get very ill and even die from bad food just like people. Theya re not garbage disposals.

What is the dogs size? If it is a small dog the tortilla needs to be tron into small pieces so the dog does not choke. AND a small dog should only have a few bites. Keep in mind that large dogs can choke also. A friend of mine had to watch her boxer choke to death because a largish piece of cheese was dropped on the floor and the dog tried to gobble it up.

How much of the tortilla is he planning on giving the dog? It is possible that a tortilla might give the dog the dog the runs. If he o rhis family will get upset fi the dog messes on the floor then DO NOT FEED THE DOG A TORTILLA.

Above all use common sense . The dog is a thinking feeling being. If it is getting a holsome clean safe treat. Yes it is fine.

And by the way. People food oes not make dogs finicky. Most commercail dog foods are basically made from the garbage the food companies can't put in human food. And when I say garbage I am talking moldy, rotting and animal intestines with the feces still in them (aka meat by products). If you feed a dog human food it will have fewer health problems and a longer healthier, happier life. Not to mention you try eatting the same thing every day, day after day. Particularly while someone else is cooking wonderfully smelling foods that you are not allowed to have.

People who repeat the mistaken idea that table scraps (as long as they are scraps not rotting garbae from the fridge) are bad for dogs need to do some serious resreach!

It is never good to feed a dog human food. Every now and then won't hurt. I hope it was just a plain tortilla without spicy meat in it.

It is safe however not recommended. Animals are to NEVER have chocolate (obviously), onions which will cause anemia and grapes that will cause kidney failure. People food carries other health risks down the road including obesity, arthritis, etc. Stay away from people food. If that is impossible NEVER give the 3 listed above.

Ideally you should only feed dogfood, but my dogs love tortillas, rolls, biscuits and bread. It might give your dog some gas later though.

Depends on what's on the tortilla.

Sure, not on a regular basis, and skip the hot sauce...LOL But,, be warned, anything different might give the dog the runs. So, it's at his own risk.
