To begin with, I'm not a cop but have a reasonably inteligent answer for you. Cops often get into an emergency situation and often times these call for high speeds and/or sharp quick turns so the question I pose to you is; Would you want a wheel cover or hub cap coming at you at 80 miles an hour? Furthermore, the cost of replacing them could get pretty expensive. GOD BLESS.

some do . but the ones that dont have had them removed for two reason the first it that when driving at high speeds and making hard turns a hub cap may come off .
the second is that they need to check the lug nuts each day or more often if they have left there car someplace unwatched as someone may loosen them .
still one more reason is because the car is a comercial motor vechicle and in some states and prov. that means a circle check must be done each day and that includes checking that all the nuts are on and tight.

They have hub caps not wheel covers. Wheel covers cost more and they come off during high-speed cornering.

To a point, it is cheaper to not have to replace the occasional lost hubcap. However, they weren't discontinued because of high speed cornering as a primary reason. The main reason they were discontinued is so our brakes can cool faster. As your brakes heat up you loose braking efficiency. Without going into a lot of details, rapid deceleration is not only a safety concern but also a useful technique in high-speed driving.

Probably come flying off during a high speed chase. Probably an easy target for somebody wanting to steal them so they can get back at the police. Cost of replacing them.

Same reason cop cars ain't on 22's with "spinnaz"..they're unnecessary for their line of work. Maybe if they legalized prostitution and took a cut, they could justify gold rims.

Most of the cars where I work had them at one time. Unfortunately they do not hold up well in our line of work. We either take them off or they "fall" off.

hubcaps could become dangerous weapons as they go flying off the car during a pursuit
