.You could try hiding him in a cupboard for a few weeks but I think your mom will get suspicious. Could start a new trend. If you leave it like that.
Let You mom make the decision to cut it all off. She would get more upset if she doesn't get to see it. Take pictures and keep them for his twenty-first birthday. It'll grow out ina few weeks anyway.

it's a tedious task, but well worth it, take the hair that was buzzed off and lay it on the table, get it even, then put a clear mask of tape over it to keep the hair in place, then on the tips of the hair, put on a super glue, and reattach it to his "bald" spot.

Just tell your mom it's the latest fad, a reverse bowl cut, take pictures and whenever he misbehaves, threaten to show them to his girlfriends when he gets older.
