make sure that your pet has had their rabies shot and then take the certificate down to the animal control office and show it to them. that is what I had to do and they with issue you a tag and you have to pay a fee, if your dog is a male and has been neutered it will be cheaper than if his is in tact. I paid $4 because my adopted little one came neutered.

Not sure if it varies from state to state, but here in PA you can go to the local Humane Society the first time and get a dog licence, then yearly the county treasurer sends you a bill for it. If you aren't sure ask your vet, they will know.
A dog licence is different than the rabies tag...rabies tag will be given to you by a vet once shots are administered...usually done at 2-4 months of age.

If you are talking about the dogs the dogs wear on their collars, you get one when you take the dog for his/her shots.
