REM.... that funny. That's a throw-back from the MS-DOS and Windows 3.1 days.

At this point, its done in the Registry. But the easy way to access this is to pick RUN from the START menu, and type MSCONFIG. Pick the Startup section and UNCHECK things that you don't want to run at startup.

I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.

If by the startup file you mean AUTOEXEC, Windows XP no longer reads it to start up. The REM command still does work but it doesn't actually do anything when placed in a script. You can edit your startup files such as this by right clicking them and selecting Edit.

I recommend the use of the Windows startup manager http://www.neosoft-tools.com/windows-startup-manager.htm
It disables any startup programs and fully controls startup by selecting the programs to be launched, while customizing the startup settings (ie how often and when programs should be launched, etc).

My old laptop used to that that you need to use a recovery disk and it will work it used to do this a lot when i did a system recovery it solved the problem it's F11 you press as the computer is starting up and follow the options chose the option that doesnt need you to put in an operating system this is what works, people always say put it in safe mode. this is not the same as system restore- thats just reversing changes this is ressetting it to factory settings if you dont have a recovery disk make one they are invalauble and can be used more than once

I don't know how to do it manually, but there is a gui for it.
Start > Run
MSconfig
