"Dumb" is not the word I would use- foolish and stupid are better words.
Here is my story: Back in the 80s, I was teaching part-time at a local university. I was a discussion leader for a history survey course. This was a required course-all students graduating with a Bachelor's Degree had to pass this course to graduate.
One year I had quite a few of the football players in my discussion class. The class met 8 am on Wednesday and Friday mornings. The players would come to my class after practice. Most did not read the assignments. Some were very attentive and took notes. There were one or two that didn't.
The first test I gave I had 2 tests (essays) written EXACTLY the same- including misspellings and punctuations. I showed this to the dept head thinking- these guys cheated. He said I had to catch them at it in order to prove it. He also said I should write some comments about how the tests were so similar. (these guys got Ds). The next test they sat apart and did marginally better.
One other player in the same class left his cheat sheet INSIDE his exam booklet. He got a D-. The cheat sheet didn't help. I wrote a note for him, too. He did better on the next exam (Cs).
One player the rest of the class nicknamed "Mr. Football" was a pain. He made rude comments in class trying to show off. Several of my students reported he was cheating during the midterm, but I couldn't catch him at it. He got a D.
I was not a difficult grader. We reviewed before each test and I gave several hints about how to do well and what to expect. My comment had been "One would have to work very hard to fail this class." Well, I had several people who apparently did that.
So, even though these guys cheated, they didn't do very well.

I taught middle school, I caught a girl who tried to keep her book open on the floor during a spelling test, but she was also too vain to wear her reading glasses. You guessed it, she failed without being caught. Cheating takes a lot of time and effort to be done correctly and usually people who cheat are not that ambitious or smart.

Most people are not dumb. If anything they are careless or take little interest in themselves to improve. This is quite sad as every person has ability and talent. Every person is capable of doing well... and can achieve anything they desire to do. Stumbling blocks are only there for us to climb over.
