It should not take much. Parents love it when their kids accept responsibility and take ownership of their actions. Sit down with your parent and have an open discussion and see. It is 90% effective

Try to inform them that this is just a minim price that will not effect the way your cell phone bill will go up. Inform them of the price and tell them that you will pay for it. Before actually doing this bring money with you and when you say you will pay for it give them the money and say here so that you know that you don't have to worry about the cost of this enhancement to my current cell phone. Also, try showing them the thing you are downloading. If the item is not appropriate lie to them and show them something that is not the item you wanted. Also downloads, usually are not apparent on the phone bill it just puts on minutes or misc charges which can be many items.

Can you show it to them on the computer and tell them "this would really add to my enjoyment of my wonderful phone you've gotten me. This is what I really would like and enjoy about having a phone." DO NOT whine at all. Non whining wins BIG points with parents, shows your maturity and also a bit of praise and gratitude also go a long way. Oh, yeah and comparing yourself or your allowances to siblings is the quickest way to "no." Good luck, kiddo!

Is your phone deal expensive? You could prove to them for a month that you can for the actual phone itself first.
They make links about how to convince parents- this is sort of close to your situation but it might not help too much. http://www.wikihow.com/Convince-Your-Parents-to-Buy-You-a-Cell-Phone
What is it exactly you are downloading? you said, they gave me my phone to talk to people.. texting is talking to people, is what you want talking to people?

Prepay them for it. Give them $5 or $10 a month to download things and show them you're responsible.

Give it time. Your parents need to see that you are responsible enough to be trusted with such things. Good Luck.
