The most common answer would be fleas, yes they can have fleas in the winter. Treat with Advantage or Top Spot, both available at you Vets. Fleas can usually be found above the tail on the back or around the neck area. Use a flea comb and if you see even one flea, that is you problem. If your cat is scratching around his head, like his ears, he might have ear mites or an ear infection. In this case you would need to see a Vet for him to be treated. If he scratches all over and doesn't have fleas, it may be allergy and the most common for cats is a food allergy, but usually they have bad skin and sores that they itch. Good luck in figuring out what is going on.

Do you use flea prevention? Have you cleaned the carpet recently? Have you changed Kitty litter? Are you feeding a new food? Cats and dogs are allergic to the same things and more than humans. If you pet your cat and see tiny brown specs on your hands, clothes, couch that is dried blood from fleas feeding and flea prevention is needed. Fleas are only on the host while feeding so it is likely you will not see any only the dried blood. If Puss continues to itch after flea prevention is used he is having an allergic reaction to a certain stimuli, it will be trial and error in finding out what that may be.
