If you are talking about tap water then the answer is absolutely YES ! But it's the chemicals they put into our tap water that is causing you the problems.
Try drinking some distilled water for a few weeks & see if it helps whatever it is that's bothering you. But don't stay on distilled water for a longer period of time because it doesn't have minerals in it. Or take a multi mineral vitamin.

Pure water? No. Every single cell in our bodies contains some amount of water. If anyone was allergic to it they'd have every cell in their body reacting, which is pretty much impossible.
Now, the chemicals in treated water? Sure. I have a mild allergy to chlorine that means I can't open my eyes underwater without having my eyes sting severely for hours afterwards. I'm sure other people have reactions to some chemicals as well.

It is possible to be allergic to anyone. I have never heard of anyone ever being allergic to water, but I would imagine it is possible.

Yes, I have heard of an allergy which occurs congenitally (as a birth defect). The child suffers a severe allergy to water which results in a skin rash.

were freaking born in water. we all had gills when we didnt even have anything. GILLS as in we didnt breath air no, WATER because when you have gills you "breath" water. understand?
youd be freaking dead already if you were 'allergic to water'.
