take her to the vet right away it could be these
1. fleas
2. rash
3. infection
or maybe if she's a puppy give her something else to chew on other than herself, give her a bone. also take her to the vet still this could be serious.

Could be fleas. Look for little black specks, especially in the shoulderjoins and groin and stomach area.
Could also be a rash. Have you changed shampoos, laundry detergent (on sheets, towels, etc. that you dog might lie on), dog food, or given a different kind of water (tap water vs. bottle water vs. refrigerator water vs. distilled water)? Check if anything's changed, and change it back to see if that is what is causing the problem.

Some breeds have dry skin and need vet care for it. Others have nervous habits, some bad enough to get meds for. Either way you need to take her to the vet for a checkup
