I have a new BMW 328i 2007 edition and the DMV sent me two plates, however, the vehicles doesn't have a compartment to put the plates in the front, and I've seen vehicles that only have one plate driving around. By California law I'm supposed to have two plates, but are there exceptions to this rule?

Both plates are required by law in California - no exception. Ones going around with one plate are driving illegally, however, there is so much more serious things for the police to be concerned with, they don't have much time for missing front plate violations...but they can still site you.

I don't think there are exceptions. If your state requires 2, then go back to the dealer and tell them to create a place for the second plate.

no exceptions need 2 plates go to the dealer and order a front plate holder

if you bought your BMW from a Calif dealer ,go back and they will get you a front plate holder free of charge and they will install it and put on your plate

i'm not sure of your laws, but the dealer will have a black plastic mold to attach to your bumper which can the attach your plate to.
