It seems like if I haven't talked in a while then I go to say something I have no voice andhave to clear my throat. I am not sick and have not been sick, so its not that "post-nasal drip" Is there a medical term for it?

Post-nasal drip is the most common cause of the sort of cough you describe, but it isn't the only cause. Acid reflux and laryngospasm are other common causes.
Contrary to what you suggest, you don't need to be sick to have post-nasal drip (in fact, a person usually isn't). Typically, mild allergies (not bad enough to cause a runny nose) will cause a slight mucus production, and that tiny amount of mucus collects on the vocal cords and causes the sensation you're talking about.
When I suspect this in my patients, I'll usually give them a trial of a nasal spray or other allergy medication -- it works well in many cases. (If I suspect reflux, I'll give an acid-reducing medicine.) If my prescription fails, I'll often send the person to an ENT specialist who can use a small laryngoscope to look at the vocal cords and determine what's causing the symptoms.

You could have post nasal drip...it can be a chronic condition not caused by a virus or cold. I have it year round, been diagnosed by a doctor with it (They stick a flexable scope down your nose into your throat) and have the very symptoms you are describing. Try Mucinex, that is what the doctor told me to take.
