Dom is the best champagne but even wholesale it is $50+ per bottle.

Champagne is imported because only wine produced in the Champagne region of France is marketed under that title.

There are several domestic sparking wines [made using the same method as Champagne]

Asti Spumanti is not Champagne it is a sparking wine.
Gloria Ferrer is not bad.

My personal favorites are:
Domain Chandon Blanc de Noir or Brut $20/bottle
Piper Sonoma Blanc de noir or brute I've found it for about $14/bottle

Cook's is cheap and some people like it, but It will also give you a roaring headache because of the way they inject carbonation,it is fine for making punch or mimosa, but avoid drinking it without mixers.

Martini & Rossi Asti Spumante is a tasty but cheap sparkling wine!
If you're looking for real champagne, try Mumm Rosè or Piper Heidsieck.

I'm assuming you want a serious answer. The best Brut I know of at around $9 is called Seaview, it is from Australia. VERY GOOD and worth every penny. Your guests will love it and will want to take the label home. However it is not a champage, but no one will be the wiser.

the cheapest champagne would be to pee into a bottle, and then dilute it with some seltzer water.

The best is that Dom Perignon stuff, though Korbel ain't too shabby
