best way is generally to look them direct in the face, with eye contact, then say hello! ;)

If you're referring to meeting and greeting new people, I suggest you look them directly in the eyes, smile, and speak. I have a problem with looking people in the eyes when I talk to them, so I just look at their mouths as they talk.

drill a hole in the cubicle partition and speak through that, make sure the nurses dont catch you or its the side room for you,if there's no-one there in the next cubicle use your invented friend.
my pet cabbage told me all this one sunny day in the garden behind the shed,
whoa! did i just let slip about the cabbage, i'm a dead man, he told me to keep him secret.
bee troo to me he said, the nurse is coming now to tuck me in, i have to go.
ALL OF THE above works for me when speaking to new people, it keeps a roof over my head, they dare not release me.

First introduce youreslf. Then, Talk to them about their interests and ask them questions. Like, "What do you do for a living?" or "what are your hobbies?" If you put the focus on them, they are likely to begin talking and it will "break the ice." It also shows you are interested in them and aren't self-focused. Most likely, they will respond and ask you questions about yourself and then a conversation is born.
