Yes, you have to ovulate. In some rare cases, you ovulate, but the egg doesn't make it's way all the way down to the uterus, and the fertilized egg implants itself in the fallopian tube, causing an ectopic pregnancy. I'm really hoping this isn't a preteen girl hoping she can't get pregnant just because she hasn't had a period, because you can ovulate at times without having a period. Doesn't happen often, but it can.

Since the egg is only viable for 24 hours, you have a short window of opportunity. The good news is that sperm can live in a woman’s reproductive tract for 72+ hours. This means your window is much larger than previously thought. The goal is to have sex prior to ovulation or at the time of ovulation for the best chance at pregnancy.
Most healthy women will ovulate one egg every month, or about every 28 days. There are certain medications and conditions that can effect how often or whether or not you ovulate.
Usually only one egg is released during ovulation. Occasionally more than one egg will be released naturally. This can be an inheretied trait, which can lead to dizygotic or fraternal twins. There are also medications given to help stimulate ovulation, like Clomid, given for ovulatory disorders, that can cause you to ovulate more than one egg at a time.
If you read popular literature it will tell you women ovulate on day 14 of their cycle. This can be true if you have the typical 28 day cycle. However, many women do not have 28 day cycles. The simplest basic calculation you can use for predicting ovulation is to count backwards from your average number of days of your cycle.

When you ovulate that is the time (3-4 day window) in which the egg can get fertilized.

Yes -- you can't get pregnant unless/until you're producing eggs and you can't produce eggs unless/until you're ovulating.
