No it's not cheating. It is lying though. So if you are gonna be mad at him than it should be for lying to you!!!! Why would he promise you that he wouldn't watch porn? Did you persuade him into that promise? Or did he just come up with it on his own? I have a feeling that he probably felt pressure from you to tell you that he wouldn't watch it.
Honestly (and I am NOT trying to tell anyone else what to do) from an older women's perspective, you should never pressure a man into saying/doing anything. It's in their nature to want to make you happy, so they will tell you what you want to hear.
Even though they will secretly think it is an absurd demand and will continue to do as they please. After something like this happens, he has essentially lied to you. A small white lie. Yet still a lie. And once a man begins to lie to you it becomes easier and easier for him to lie about larger much more important things, with out feeling remorse.
Since I am sure you don't want a boyfriend who lies to you, I suggest you re-evaluate the situation you are in now. Is his watching porn really that big of a NO-NO to you (is it a deal breaker)? If so than you should not be with this man.
However, if you take the time to think about this and realize that his watching porn is not a deal breaker for you, then I suggest you sit with him and have a talk. Let him know that you do not like that he watches porn, and tell him your reasons for this (hurts your feelings, morally wrong, whatever they are) but ALSO tell him that you will not get mad if he does chose to watch it and that you would much rather he just be honest with you about things. (Also let him know that it is something he needs to keep to himself from now on, and not to be so careless as to flaunt it infront of you.) Most men, if they are good guys, will feel guilt over your response and will think twice about watching it, (that doesn't necessarily mean he won't ever, though) just because they do not want to hurt you.
But remember if you love someone it is all about compromise. For them and for you. If something is ever so bad that you can not compromise on it, than you should not be with that person.

No that isn't cheating. Whats wrong with porn? Try watching some, of your own taste, by yourself, without him. You may be surprised.

Not cheating-more of an honesty issue, which isn't good either.
