waxing is cheaper but if you can do lazor, i'd do it!!
if wax or shaving, ingrown hairs are a pain, use men's aftershave or Bikini Zone found in the shaving section. Put it on after you shave and you won't have any bumps or ingrown hair as long as you use it every day. Another thing you can try is a semi-solid deoderant. Just smooth it on the same way you would use Bikini Zone.
Friends that are sensitive to razor burn hv said using a conditioner instead shaving cream works wonders. others use nair, but i hvn't tried it.

I would say if you never want it to grow back then Laser hair removal but Waxing is a good idea if you can't afford removal. If waxing is too painful they have razors now days that will pull the hair out as you shave that area. They are still sorta painful but you'll get used to it. I can't think of their names but you can get them at Walmart or Sally's beauty salon.
