The reason why he is looking elsewhere is because you aren't giving him what he needs. You just said that he's getting what I wouldn't give him. That's your problem. Don't blame him for cheating on you because you didn't satisfy his needs. You have only yourself to blame. He should dump you for not giving him what he needs. It does not make you a jerk to satisfy unmet needs. You are a poor girlfriend. None of this would have happened if you just gave him what he wanted.

OH danng dude drop his *** now! Tell him up front and straight up, you don't deserve any of that! Just tell him what you saw, and say it's over between you two and he can go to his newly found b***ch...maybe in a more nicer tone. If a guy did that to me I'd be extremely furious. Tell him that you are looking for a man with integrity and since you saw him kissing the neighbor, he is defiantly lacking so you are moving on.
You do not owe him a big explanation and if it was me, I would not even give him the respect of doing it in person. I would just send an e-mail, hit send and then celebrate with a pint of my favorite ice cream.

Well I would tell him somthing to the effect of: Your a cheating bastard! I saw you kissing Susie and I am to good for you. You can't talk your way out of this. You sealed this breakup whenever you decided to f around with the neighbor. Get the hell out!!!!!

im so sorry i know how that feels just walk up to him and say its over that you know all about him and your neighbor and if he asks how just flat out tell him you saw him and all that. And you shouldnt feel bad about it in the end because it is worth it my aunt always says if they are stupid enough to cheat on you then they are not worth what they are just let him go with the stupid tramp he cheated on you with and tell him i am glad i never made out with you because you are the worst from my view

Just tell him you've recently realized that you and he are not a good match, and so you are going to move on so you can both have the opportunity to be with people who are more suitable for each of you.

You shuld confront your guy over the issue and tell him that he;s been doing wrong and "No realationship deserves to end this way!" ( and this says it all).

Your boyfriend needs to be told straight out.
You need to explain what you saw and that your
not intrested what he has to say, your word is final.
As for your neighbour, don't talk to her.
Leave her as she is and get on with your life.
