Well... you don't. You have to have been born there or have a parent from there who is a citizen. Plus there are all sorts of arcane laws. My mother is english, I was born there but my father is American. It was only a couple years ago that they changed the laws to where you could claim citizenship through your mother. Ireland and some countries have laws that will give you citizenship if you can prove 2 grandparents are from there. European countries have such great state benefits that they make it tough.

So here's the thing....... it's hard enough to get a working visa much less resident status. If you get that far residing there 5 years gets you on the road. So if you go that route it is a long commited to living in Europe thing. Others will say you have to renounce your american citizenship...... this is simply not true.
