Never.
It scratches the woman's face when they kiss, and it shows he is too lazy to shave every day.
If you insist on having facial hair, at least grow a real mustache or beard instead of a ridiculous, juvenile goatee or a smarmy-looking soul patch.

If it is really well groomed then yes and usually a beard no mustache in my opinion.
