You can take "travel size" toiletries. Each individual item has to be 3 oz. or less. All of your liquids and gels then need to be placed in a ziplock bag (1 quart or less) and should be carried in an accessible way as this bag will go on the conveyor belt separately. Hope that this was helpful, and have a good trip!
Update: There are no changes in Carry on rules for toiletries. You can pack each suitcase full of "fullsized" perfumes and toothpaste up to 50 lbs.

You can pack any liquids in your checked baggage. The 3-1-1 rule only applies to your carry on. If you need travel sizes for your carry on to comply with the 3-1-1 rule, check out http://www.AllTravelSizes.com . They have hundreds of items in travel sizes.

Depends where you're travelling. If you're not going outside the US, then TSA rules apply. But if you're travelling outside the US, remember that most other countries ban some of the items on the TSA approved list.
Consult the websites of the airlines you will be using for guidance.

3 oz or less can be in your carry-on. You need to put it in a quart size ziplock bag. If in doubt, put it in the bag (mascara, lip gloss). You can only have one quart size bag though. Anything full size will need to be checked. Boyfriend works for Southwest.

Yes, you can take small sizes in your carry-ons. 3 oz (100ml or 3.4 oz in Europe) and in a one quart zip top bag. Here's the US Transportation Security Administration's website with their list of permitted and prohibited items: http://www.tsa.gov/travelers/airtravel/prohibited/permitted-prohibited-items.shtm
