Rather than a particular US State - I would have to say that New York City probably has the best restaurants in the country.
New Orleans LA has wonderful food.
Charleston SC great southern cuisine
San Francisco, Seattle, Chicago, Boston, Washington DC, Los Angeles - good restaurants
Santa Fe NM, San Antonio TX - good southwestern/mexican
Best Regional Cuisine in the country is in the Southern United States.

Georgia!! We've got it all - great seafood, creole style, awesome BBQ, upscale dining and nothing beats true southern home cooking!!!
