Nope, there is no need to remove the bumper to replace the headlights on the 02+ Altimas. The 02+ Altimas have semi sealed headlight cases that are accessible from the back of the headlight case when the engine compartment is open. The only problem that you will have is moving the junk out of your way to get your hands into the small area.
On the driver's side, you may want to remove the extra parts that connect into the air box. On the passenger side, you will need to remove the two screws that hold down the coolant overflow reservoir and move the reservoir out of the way. Once your working area has been cleared, you will need to unscrew the headlamp fixture from the back of the headlamp case and unhook the wires connected to the bulb. The bulb is held in the headlamp case by a little metal spring. Taking off the spring is a lot easier than trying to re-install it. It is imperative that you make sure that the bulb is seated correctly, that you do not touch the bulb with your fingers and that you make sure there is a good connection between the bulb and the headlight.
