Here´s the thing.. You are 16 years old.. Is it considered legal for sex in the US? NO! But it doesn´t stop anyone from having sex.. The thing is, only you know when you are ready... He is older than you and that may lead to pressure from him. But you are 16 years on. In my opinion, you are old enough to make your own decisions. But they have to be YOUR decisions.
It is ok the touching, if it´s consentual for both parts. If you let him touch you and touch him because it feels good, then it´s great. it´s a great thing, it´s pleasurable, it´s part of relationships. However, if he´s pressuring you into this, if it makes you feel uncomfortable, if you are doing it for him instead of you, then it´s not ok.
The most important thing is for you to feel safe in the relationship. To feel secure of yourself. And if you trust this guy and just want to be with him, then it´s absolutely ok. Age is not about the numbers, it´s about the head...
Having said all this though, it seems a bit like you´re confused, or you wouldn´t be asking it here... My advice would be avaluating the relationship and what´s happening..Find out if that´s what you want and WHY you want..
Everything will be ok.. Touching and sex are part of relationships.. Just listen to that voice inside of you.. THAT VOICE is the one you should always listen to.. SHE knows what to do.. ALWAYS.. just listen... :D
PS: If you decide to have sex, have SAFE sex

In my opinion and the opinion of the law, no it is not okay....because whether we would like to admit it or not..touching, is only a few steps away from sex, and if you are doing it intensely than that's what it'll lead to. And you're parents could press molestation charges on him. You have a couple of years before you turn 18, and then it'll be legal for you to be with him...if you don't want him to get in trouble...then I suggest you both set some ground rules. Just keep it at kissing.lol
Good luck.

Of course that's okey!!! And even think better if you will want to have sex with him! Wait a bit more! Touching is also great! If you stay together for a long time after that you will remeber the touching perioud as something very nice happenning to you ;)
Good luck,

Touching can lead to pregnancy. Stay clothed or a condom should be used. I have a friend that got pregnant with out having sex. It only takes one drop of sperm and a good swimmer to get pregnant. Be careful and slow down, you can do other things at this age. If something were to happen, your boy friend could have criminal issues to deal with, based on his age.

No, it is not okay. This is one way to drive you and your boyfriend's ual activities to . If you're only sixteen, I'd have to say you've got too much to lose by having . The best way to stay away from it is to limit your ual activities between you and your boyfriend. What you and your boyfriend are doing is very risky, and I hope that you stop and make better choices. I wish you the best of luck!

wait until you are married. TRUST ME..it's the only way to go. Holding hands is completely ok, and hugging. But you are so young, why bother? Save it for the one you will be with the rest of your life, you will be so happy that you did. Have a happy new year

Well touching can lead in to more. So if you are not ready for the big step then don't put yourself in a situation that it could happen

You should probably wait until you are "legal" to have any kind of contact with this guy. My husband and I met when I was 17 and he was 22. My parents hated it. I finished school am now in college and we are married and happily in love. Don't rush things.

Problem is, once you get excited it could definitely start to go further...do you really want that? Make sure it's what you want. Plus, he's older than 18 and you're a minor. If you were to end up having sex, it would be considered rape.
