I was most moved by a wonderful kiss and just being told. What made it even better was that his actions supported his words.
Make sure that you don't say empty words and flowers, presents, a fancy dinner.....all not required. Speak the truth, look her in the eyes and make sure your actions reflect your words.
That's for the first time.......as your relationship progresses, it never hurts to say "I love you" but mean it. We can always tell when we are being told that to keep us happy or reassure us. And again, act like you love her/him ( I don't know your gender or sexual preference) with simple things like actively listening, remembering things important to them, spoiling them, being helpful, being supportive, not taking them for granted......all the things you would want and make YOU feel loved!

If you're going after someone, either a female or a male, you should start out with some Anonymous love notes to see how the person takes it. If they appreciate that you should buy them a flower. Bouquets are no good, but a single cut rose supresses love, and you should send that Anonymously, as well, with a short note. If they like that, start hinting them as to who you are, and when they know enough tell them how you feel. I got my boyfriend that way.
Also, if you're not the type who has the attention span to write a note, try writing them something you and them have interests towards; drawings that radiate affection, romantic poems, stories...you name it! All you have to do is show them that you put some time aside for more important matters, such as studying for exams or catching up on homework, (God forbid,) to make them try to love you back, which they might as well will, because someone who does that must really be sweet.

In a letter, not email, a real letter with real paper written by a real pen. Or give a gift of a special box. Inside the box have a little note expressing how you feel, and wrap up the box in a most beautiful and creative way. You can even hide it somewhere and give him a series of clues as to how to find it. Use your imagination. The sky's the limit.

i believe the best way to express your love is through action and words. Don't just say it prove it. Knowing who your love one is the likes and the dislikes makes all the difference. take the time out to learn your love one know there dreams and fantasies and the creative or unique way is to making one come true.

The location isn't going to matter. It could be in a parking garage. What makes it special is that the person really means it.
This isn't like a proposal. The most unique way of saying that you love someone isn't going to win any points.
What matters is that you mean it.

Actions speak louder than words. Its the little things that mean the most.A sweet note,A rose[ male or female] Acute little stuffed animal.Do something special with them or for them, ask them to a movie[romantic of course] take them to star buck's where you can just sit and talk, buy them their favorite book along with a treat[edible or drinkable]. Go for a romantic walk where you can express your feelings .

I think when you feel the real thing words just come out and you are not sure where they are coming form... perhaps you can start by going to the place where you first met and start by telling her how she/he changed your life and that you have somehow become a better person... the rest will come out.... worked for me! :)
