If I were the one handing out the penality, it would be death by dogs, slow and painful. I would also poor Rubbing alcohol into their open wounds every 5 minutes and make them listen to Opera, very loud, until they died.

It is not harsh enough for sure.
Castration would be a good punishment.
Jailtime is just as good though, because then they can have their turn getting molested.
