Interesting question! Actually there's a type of drawing called "contour drawing" in which the artist stares at the object they're drawing, and does *not* look at their drawing until it's finished. It's also called "blind contour drawing". It's meant to train the artist to concentrate on the lines and shapes of the object.
Seems to me, it a person were born sighted and later on became blind, they could use the same technique by picturing the object in their mind's eye.

All people can draw if they have perfectly functioning limbs.
If you were born normal, but went blind at a later age, you can draw what you want to based on what you saw in the past.
People who were born blind, however, can physically move a pencil on a paper, but they can't draw what they are told to.
For instance, tell a person who was born blind to draw a circle, and they won't be able to because they have no concept as the what a circle is. This is the case even if the person, has used his/her hands to get the feel of a circular object.
A research in which several blind people gained sight through cameras inserted into their eyes was conducted recently. The people couldnt identify normal objects, such as boxes and spheres by looking at them, they had to use their hands and feel around.

The best thing to do is place your pencil somewhere towards the middle of the paper, but the idea in blind contour is that you don't look at what you are drawing. Turn 90 degrees from your paper and look at your hand, pick a line and draw continuously from that line, following the intersections that you see. If you absolutely must remove your pencil from the paper, then you just guess where it should be replaced. A handy tip is to anchor your paper down, either with tape or a paperweight so that it doesn't move. You can get concise directions on blind contour from the book "Drawing on the Right Side of the Brain" by Betty Edwards. It's really just an exercise to enable you to make the transition from the left/logical side of the brain, to the right/creative side, and it works with anything that has irregular contours (like crumpled paper or fabric). Your drawing will look nothing like your hand, in fact, you are better not to draw the outline at all, but to concentrate on the interior lines. The whole idea is the transition, but the blind contour drawings can have a beauty all of their own.

They can. Blind people can do anything that they desire, it's just that they can't see. When drawing, the blind person would be able to feel where they have already marked, and go from there. Some have created very beautiful drawings, but it is common to find a very beautifully drawn work of art created from the blind. For some, it's a passion, but for others, drawing is a hobby.

I think so, especially if they were not born blind.
In every art academy you are asked to draw never looking at your sheet of paper, this is to help you to
1. co-ordinate eye and hand
2. draw what you see, not what you think you see.

yes, even though they cant see, they can still draw. they can imagine what they want to draw, and make their hand follow the patterns in their head. i am sure it is very soothing.
