The question mark is a date code backstamp which was only used for the first six weeks of the year. It was felt that the use of a ? would confuse customers so it was changed to a letter Q after this time.

So the question mark should make the item more valuable.

Perhaps they are suggesting that you make an offer. Not sure. Or perhaps they are not sure if it Moorcroft and cannot vouch for the authenticity of the piece.
