Yes. Think of it like this.
If you could step into a time machine and go back to WWI, and put a bullet in young corporal Hitler's skull, would you do it?
At that point in time, Hitler was a complete innocent. It would be evil to kill him. Yet I bet many would happily pull that trigger to prevent a far greater evil from occurring.

If we have the evil of cancer growing in us, it must be taken out if possible to save the rest of the body. The civilians who died are a horrible example of what happens during war. The question is how many lives were saved because of the bombings.

Evil is the lack of good, as darkness is the lack of light, cold is the lack of heat. It is not in itself something existant.
To fight evil with evil is an act of negation, which is why Jesus and other great Teachers advocated "turning the cheek". Evil can only be overcome by postive actions. Good exists and is the only cure for evil.

Why can't they be labeled that way? Innocent victims, yes, but still casualities of war. And would it have been better if they would've killed more of us first?

we must fight the evil first by thoughts ,second by war. but it is big proplem . many innocent people die because of it.
