First of all, I would need to know what model (2 or 4 door, and trim level) the vehicle has. I would also need to know what the odometer reading is. Seeing as there is a problem with the speedometer working only intermittently, you have to assume that the miles on the car are not correct, and the vehicle must be sold as either "exempt" from the federal odometer certification, or as True Miles Unknown. Either will reduce the value!
These cars have limited resale value. I would not want to pay more than about $500 for a vehicle like that, and I would want to check it over before I would pay that much!

with out more info i can say that you might have a special edition called acr which is a factory racecar it would have a rear sway bar and possibly rear disc brakes it also had adj. struts but you say they were replaced any way most said dodge in big letters at an angle across the hood and fender these cars were desireable at one time but now they are just another car since the srt came out, i sold one about 6 months ago w 80k for 2200, watch it because they are known for bad headgaskets they leak oil from the rear of the cylinderhead closest to the drivers side have it checked

timing problems I'd give them $100 cause that job alone could cost 1,000's I had a 95 neon put 160,000 on it nother major ever went wrong my dad has it now and it's still running good, I paid 800 for it when it had 120,000 miles on it (looked bad...ran great), it's good it has new struts those will go to crap in4 months again cause its a neon thats what they do and the speedometer probably needs a new censor no biggy there.

Look it up on kbb.com. Timing is an expensive job,and buying something that has no mechanical problems is a better idea. Have a mechanic check it out before you buy ,then you'll know what you are getting yourself into
