swimming is by far the best form of exercise to tone up saggy boobs!
Alternatively, you could invest in some rollers (like the ones for your hair) and roll them up so they dont knock against your knees :-)

Ohh! I can actually help with this!
Pushups do work, but one of the best methods to enhance your 'pecs' (yes, girls have them to) is flyes.
taking weights or two heavy objects, place one in each hand and lie down on your back. (preferrably on a bench or aerobic step) lay your arms out to either side, then bend your elbows slightly inward so your arms look like bent wings. Bring the weights up as if in a stiff hug until your hands are almost touching. Remember to be slow and controlled.

but don't straighten your arms out like they did at the peak. that's just rediculous.
Do 40 of these a day along with your original workout, (20 is a set) or just do them. whatever. ;) 3 days a week approx. overdoing it won't give your body enough rest to build up the muscle you want.
if you are just beginning with weights and are female, i suggest using small weights, 5 pound or so.

lay on a exercise bench ,with 5 lb dumbbells in each hand,
while lying on your back open arms at your side(in the shape of a T) ,bring up and touch weights together.do ten t twenty reps every two days and you will see a improvement in your bust line.
duh!!!!! Mr.or Miss. know it all who posted we dint have muscles in our breast.........
we do have chest muscle that once we work them out it will lift our bust line.JSYK.
and last but not least nothing works like a good support bra,to give you that boost after you work out and get that lift.
and another good tip is wear a bra at night ,so they want sag before their time.

Push ups might help. Try regular ones. If thats too hard at first try facing a wall 3 feet away, lean forward and place your hands on the wall, and push! Don't overwork yourself, start out small and don't forget to stretch.

This is going to be bad news for you I fear. There are no muscles in your breasts, and no amount of exercise will perk them back up. Your only ways to regain the perk are surgery, implants and your good friend the dammit bra which only works while it is worn. Sorry.

Flap your arms like a chicken... that might work.
What about using those pumps... lift weight, that may help you out a bit.

lift some weights and do some push ups. also shower in cold water... hot water destroys skins elasticity.
