Currently I'm feeding Kirkland Chicken and Rice (from Costco) because I'm on a tight budget and it is a good quality food for the price and has no corn. My dogs like it and are doing well on it.
I did try two of my girls on EVO because of some issues they were having, but surprisingly the EVO made them worse, so I switched them back.

The problem with the cheaper food is they are filled with alot of junk and preservatives. The problem with the more expensive foods is that they are not as affordable for people even though the ingrediants are better and generally you see better results. But first and formost, your dog has to like the food and eat it.
Proplan is not a great food and I would not recommend feeding it. That being said...
I have 2 chihuahuas and 1 german shepherd. I prefer to feed Wysung to the chihuahuas as it's a fantasti food and even though it's more expensive, with the small dogs it doesn't matter. I currently do not feed it because it's not the easiest food to find. However, to me it's one the best foods out there.
Other brands I would recommend:
Innova- but not for puppies; too many sources of protein for their developing system. Easy to find
Timberwolf- great food, easier to find than some; but expensive (36 lbs is about $48)
Eagle Pack Holistic- great food, but the non-holisitic is not as good...still a good food but not quite the same.
California Natural- very easy to find, good quality, decent price
Abady- very expensive and very difficult to find. I currently use their raw diet in place of canned food for my german shepherd. They also make kibble, granular food and canned food.
As far as a food that is very accessible to find, good quality (though not quite as good as the above) and works well with Chihuahuas in particular- Eukanuba. My mother feeds this and i currently feed this with the Abady raw to my dogs (my cats are also on it). She's been showing/breeding chihuahuas since 1969 and i was essentially raised in it.

I feed mine Nature's Recipe Venison and Rice, sometimes other variations that are uncommon meat source because of allergies one of my dogs has to some foods.
Occasionally I give them Pumpkin Pie Filling, unspiced- canned.
I add a few tablespoonfuls to their food. It's good for when they get a loose stool or in preventing it.
Plain yogurt- the acidophilus is good for them, helps replenish friendly bacteria.
I don't know if you have checked it out, but Royal Canin has a formula that was developed just for Chihuahuas! There are a lot of good choices out there.
For awhile my dogs were on a raw diet and they did great on that but it was hard for me to keep it up with three dogs and limited freezer space.
Nature's Recipe also has some excellent treats for dogs for skin and coat, bones and joints etc. They don't use toxic preservatives.
There are a number of foods that don't now and that is good.
On holidays my dogs get a little mini serving of seasonal fare but only a very small portion avoiding grease and salty foods, onions and such.
Oh and they LOVE LOVE LOVE Lamb and Beef Logs by Pet Botanics, both for treats and as meals.
And they love Frosty Paws dog ice cream available in many large grocery stores where human ice cream is sold. It is made by Purina but it is ice cream that comes in little cups, four to a pack and in different flavors for dogs.
Mine love the original recipe the best but love them all.

I feed Wellness Super5 Mix Senior because the ingredients are better then supermarket food, it has probiotics in it plus the added joint stuff for my senior dog (won't hurt the younger one either) and the dogs do well (no gas) on it.
If you have no specialty dog food store in your area then you can find Nutro, Dick Van patton's line of food and Solid Gold which are also very good at PetSmart and PetCo.

I firmly believe in feeding high quality dog food. More nutrient dense, therefor you feed less, and the waste stool is smaller. I used to feed Nutro Ultra, but have had to switch to Hill's Prescription Diet for specific problems. The j/d (joint diet) for my terrierX's arthritis, and w/d (weight loss diet) for my Chihuahua. If not for these conditions, I would go back to Nutro Ultra in a heartbeat. Hill's Rx is good, but my feeling is that it is not as nutrient dense. While this is okay for my Chi, my terrierX is not the type of dog to eat endlessly.
Be sure to monitor your Chihuahua's weight. They are prone to pudginess, which for teeny dogs is dangerous. I am not familiar with ProPlan, but if your dog is thriving on it, that is what counts.

I feed a mixture of 3/4 Iams, and 1/4 Blue Buffalo. The Blue Buffalo is much much more nutritious, but I can't afford to feed three medium to large breeds a food that expensive.

I feed my dogs Iams Adult 1+. We've been feeding them that food for more than 4 years now, and they've been very healthy. They haven't had an illness yet. We fed one of our older dogs, who passed away five years ago, Eukanuba Dog Food, and he was in excellent condition as well.

I feed my dog Artemis. This is the healthiest dog food ever.(well thats what I think) It has veggies chicken and much more! This gives dogs a healthy meal. Theres one for adults and puppies. And one for small breeds like Chihuahuas.

Our two eat Nutro Natural Choice Lamb Meal & RIce (Small Bites when we can find it.) I'd prefer to feed Canidae or Chicken Soup, but we don't have a "feed" store handy, and the prohibitive cost of shipping makes the slight nutritional benefit nonessential in my opinion. (If I could buy either of those without having to have it shipped, my dogs would eat Canidae or Chicken Soup, however.)
