PLease dont adopt a dog. If yu can afford the 200-300 to buy it then you wont be able to afford the vet bills and upkeep costs.

Have you tried looking in shelters? Quite often they get small breed dogs. Did you want to get a purebred? They sometimes get those too. The good thing is, you get an animal that has shots and worming started and which has already been spayed or neutered and you don't have all those additional expenses to start out with. Also, adoption fees are low and you get to rescue a dog!
Any puppy, pound puppy or purebred, will often have other Vet needs like additional worming or treatment of other parasites. Also dogs get sick from time to time so you might want to also look into a clinic or a Vet that offers an insurance plan. It's well worth the investment.
Take your time to find the puppy you like best. This is a good time to research what all you will need for raising your pup.

I'm assuming the "rescue" is for a particular breed. I think they're a huge rip off. They get them free, most vets give discounts or free services and then they "sell" the dog for as much as they can! You want a small breed, but don't have much money. There's the problem. If you can't afford the dog, can you afford the food, grooming supplies or grooming services and most importantly the vet bills? Don't forget spay/neuter, check ups, shots & worming, and if it needs emergency care that's really costly. You also need to consider how much time you have for play & training as well. If you are ready for a dog, go to petfinder.com. Lots of small dogs are up for adoption and some are pracitcally free. Mixed breeds are ususally the cheapest. Good luck finding the right dog for you!

Local shelters are usually very reasonable (under $100) on adoption fees and include fixing the dogs and most if not all the shots.
If you are insistent on a pure breed and not your shelter go to PetFinder.com and you can search by breed, age and location. Most rescues will meet you most or all of the way if the dog is not in your town.
Good Luck!!

The cheepest place would be local shelters and rescue groups. Buying a puppy from a breeder is often more pricier if they are a good one. Watch out for puppy mills though because they often contain sick puppies.

Try your local humane society, the fees there are usually between $15 and $100. Also your local newspaper may have some mutt breeds for free.

try going to local pounds and if that's no help go to an animal shelter or on web site like www.my little puppy.com ,but if you
can't afford the cost of the puppy don't buy one because you still
have to pay for check ups shots and other things if the dog gets
sick

Go to the pound. I got my dog for $85. And it would have been cheaper but we got her microchipped.
And if you dont have a lot of money you dont want a puppy. Puppies cost a lot. They need toys, bed, crate, leashes, collars, treats, high quality food, vet visits, SHOTS..unless you want it to die.
So at this point I wouldnt recommend a puppy.

Adopting is cheaper than trying to find a breeder willing to charge you less. It isn't going to happen.
If you are unable to afford the intial cost of the pet, what are you going to do if your puppy gets sick? Vaccinations, etc.?
