Theres this guy thts likes me alot and wants me to go out with him. I say no to what my friend has told me about him. From what I hear he goes out with 3 other girls when hes going out with you! He gets into trouble with cops. And I don't think I should go out with him. But my friend can be very dramatic in many ways!! How can I tell him from a bad or good person?

There's really no way of telling a bad person from a good one. The best thing you can do is see how they act and judge from there!!!

You must be very young ... I have to assume that because if you've been around for any period of time you typically know how to stay clear of bad situations.
Usually there is smoke where there is fire and your friend may be dramatic but a warning is a warning...
If you are ready for a relationship you'll recognize the warning signs. Have enough self worth that you wouldn't want to bring anything into your life but positives. (Maybe even in the area of friends for a starter.)
One sure way to find out what a person is really like try to be in a group setting with a variety of personalities and ages if possible. See how he treats others and how he behaves himself. Overindulgent? Haughty? Brags? Selfish? Flirtatious?
Or Respectful of others? Smart? Funny? Ambitious? Hard worker? Not outspoken?
That is marriage material....so what are you after?

You have to be the judge of that by getting to know the person. Trust you instinct too and you gut on how you feel about them as you get to know them. Dont listen to what others say most of it is a load of crap.. Rumors are no good.

You can't...bad people will lie and come off as "good". The only way to be sure is to judge their actions and their history.
