I dont know about a free site but I know you can upload your picture, save it to your computer and edit it in any way you please on paint shop pro. I have never heard of a site that lets you change your look though, sorry.

hairstyler.com lets you try out different styles, and im pretty sure that it lets you try out colors too, but not positive.
