It is called pop art: art made from popular pop culture icons. Andy Worhol (no idea how to spell it) popularized this style.

They are based on those popular Andy Warhol (sp?) paintings that were so popular. I am not sure where you can get them done though...sorry i couldnt be more helpful...you might be able to use some sort of photoshop program to accomplish the same effects though.
