Through letters, IM and emails, and maybe the occasional vist. Have your parents invite your friend and their parents for a weekend visit. Good luck.

All good ideas from the other answer.
Please consider the following:
Snail mail an important part of this relationship. You can chat online, send message etc. But a letter is a jourrnal of a life experience. Sharing letters with another means you will build a shared history, form some common bonds. And fill needs of each other in different areas.
There is nothing like the feeling of getting a physical letter. Something to anticipate, to actually OPEN!
It is special, and makes the freindship special. Because you took the time to write or package the gift.
Make a tape - talk about your favorite stoies, movies, books, remeberances, etc. Send it to your friend. Somewhere there will be common ground to build on.

it is quite simple actually
there are many ways the both of u can keep in contact even if u live far apart
u can communicate through e-mail, letters, msn, go visit if u get the chance, invite them over once in a while and the list keeps going on
so it is not something hard to do

Yup you can... ask the person you want to be friends with if he/she'd be interested in exchanging msn adds (Don't ask for the person's phone number just yet... he/she might not feel too comfortable)
I have a friend (my dentist's daughter) that i'm in touch with just through sms and mail, now we talk on the phone but we haven't yet met personally... and we're still good friends ^.^
