Tell him you aren't ready. He'll tell you that you are a prude and break up with you and you'll cry for weeks. But, years later, you will be proud of yourself for not doing it.

tell him you're not ready and if he loves you and isn't just looking for a booty call then he will wait for you. sex is a special thing, don't just give in because HE'S ready.
