I bet you are an athlete isnt it?.. well.. i used to think exactly like you.. im a runner and since i started (1994) im practicing daily... the best advise i have for you is first of all,search for a good trainer and practice every day.
i started 100mts in 17 seconds now im doing 13.4 seconds in 100mts...so, it means that if i can do it you can do it too..and the key is 2 or 2 1/2 hours of practice and a good athletics trainer
But if you are not an athlete the best is running 30 minutes and then add 5 minutes more every day.. not to slow, not to fast. after a few days you will see the difference and will reach your goal... but remember "no pain no gain!".. lol
be sure to have the right shoes so you will not have any problem with your feet, eat a balanced diet, drink so much water and lets run!...

Once you've built up a good endurance, which means regular slowish running over several months, then start to increase your speed. If you try to run fast too soon you'll end up injured. Go to Runners World for a good beginner's schedule

there is no substitute for work. If you are a sprinter the work happens on the tarck and in the weight room. If you are a distance runner then you need to put in the miles to establish a base and then incorporate speed/interval training. Research this at the library under track& field and running books and mags.

Running fast is a muscle thing you could have your muscle make up analysed so you know your percentage of twitch muscles
Join an athletic club then go to the sprint group they will coach you with speed drills and conditioning for running fast, my bible book is Sports Speed I got Cambridge library to get a couple of copies so it is available one thing you do need though is upper body strength I hope this puts you in the right direction for clubs in your area go to ukathletics and use the club address link

Try interval training:
4 minutes of running at your normal/best speed
2 minutes of walking (Fast paced!)
3 minutes of sprinting (in other words RUN LIKE THE DEVIL WAS ON YOUR HEELS!)
2 minutes pause
Repeat for about ½ hour every morning, and you'll find that within a month you'll be much quicker. Worked for me.
