I'm guessing that she's not fixed. That is usually called "stud tail" for males and "queen tail" for females. You will have to give her a bath to clean it out. Wet the area and use either ivory or dawn. I would use dawn because some cats are allergic to ivory and make sure you rub it the whole way down to the skin. Make sure you move the hairs between your fingers to separate them so the dawn can get between them and clean it. Good Luck!

The problems is, since you do NOT know where the substance is coming from & you do NOT know what to do about it or how to clean it, a trip to the vet would be best TO FIND OUT...
I worked as a vet. tech. for 12 years & I have NEVER heard of a cat that produced "grease" from any part of their body. I'm sorry she will be scared, but it is BEST to find out if there IS a problem with her & what to do about it. Put her in a cat crate with her favorite blanket or ? & take her to the vet. Your vet will also be able to recommend something to help her with the discomfort her arthritis may be causing her as well.... You should ALWAYS take your pets to the vet EVERY year for a thorough exam & their yearly vaccinations anyway. That way her teeth can be checked, her weight can be monitored as well as catching ANY health problems she may have before it is too late to take care of them. Is she current on her Feline Aids & Feline Leukemia vaccinations??? When was she wormed last??? What shape are her teeth in?? Bad teeth can lead to health problems in animals just like it can in people.

are you sure this grease comes from not cleaning?
if dry shampoos etc what other people proposed won't help,
DO take her to the vet -if you keep her in your arms while vet does the check she will be less frightened ! believe me -,
have the grease removed, and then
DO what I did when my cat had stomatitis (mouth infection) and could not clean herself:
soak a towel in luke arm water with some shampoo maybe and clean her tail and the area around. I f you use shampoo, then you have to resoak towel in pure water and clean her again.
My cat was ... greatful, I guess lol, 'cause she was purrrrrrrrrrrring when i was doing that

I'd take her to the groomers, it's much safer than trying to clean it yourself as cats don't particularly like to be groomed.
The professionals have the best tools for the job some groomers will let you sit with her if she's over scared.

How about giving her a bath in Dawn dishwashing liquid. Have you seen that commericial where these woman washed a peguin, I think it was, with Dawn? The pequin was covered in oil and it was safe and gentle enough for it. Why not on a cat's tail? I hope your cat is ok.

Petsmart and other places have non-toxic pet wipes that may help you with this. When my cat developed terminal cancer I used these when she couldn't clean herself as well anymore.
