Okay so, my little sister is visiting from out of town and to day is her last day here so we were going to go to the beach and hang out all day and just relax, but these two girls from down the street are tagging along behind her and sort of invitied themselves over for the day. i don't want to be rude but my little sister is really getting fed up with them so how can i get rid of them without being a 'mean grownup'?

it is not that simple! their parents basically dropped them off for the whole day with out my consent!!!

Tell them, "Well, we're going to the beach to have some sister time, its time for you two to get along home"
If they argue, tell them that this isn't a discussion. Then offer to walk them or drive them home. Perhaps driving them home is the best bet. You can knock on the door and make sure they are delivered back to their rude parents. If the parents ask, simply tell them that you two are having some sister time. Don't argue or discuss it.
Act like an adult!! Who cares if you're the "mean grownup"? And seriously, do you understand the liability you are taking on by having these two at your home or under your care at the beach? I wouldn't want that.

Why are you worrying so much about these girls that your sister even considers pests?
I understand that they are your neighbors so you don't want to create an uncomfortable situation but telling someone that it's time for "family time" is perfectly acceptable.
However, if you didn't tell them initially that it was just going to be family today when they invited themselves, I think it's going to be an uncomfortable situation telling them at this point.
Still, you are totally in the right to tell them this day is just for family.
Are you willing to lie to them? Tell them one of your relatives just called (an aunt, grandma, or whoever) and they want you to go over and you're really not comfortable taking them with you to their house.

The parents are completely out of line! You should ask the girls for their parents' work number, call them up and tell the PARENTS that you had plans and CANNOT take their children along. For crying out loud, if you decide to take your sister to lunch or anything else are the parents expecting that you'll pay for their girls as well? This is just so ridiculous! The parents are rude and inconsiderate and THEY created this situation that you feel awkward in --that's not fair!
Don't take it out on the girls but MAKE the parents find somewhere else for the girls to spend their day today.
And if they are inconvenienced --GOOD!

Wow-the parents just dropped them off without asking? Can you call them and tell them to come pick up their kids?
If not, I hate to say it, but I think you're stuck with them.
I would call the parents later and really let them have it!

Tell them you appreciate that they have befriended your sister and that it is time to say goodbye to her because you want some alone time with her before she leaves, that it is a Family thing.

call their mother and tell her you are not their babysitter. if you were , you'd be RICH.
tell the little girls to go home so you can have time with your sister. explain that you don't have much time with her. ask them how they would feel if the table was turned.

Well, you're pretty much screwed.
If they just invited themselves then anything you say will be taken as "mean." So, just suck it up and either send them home or deal with it.
