I like GIMP, because it is open source, FREE, and has all sorts of people that make it work well. However, Photoshop CS2 is REALLY cool, and has good support, but with a price.
I think for most people, paying for a product is still somewhat of a safety blanket that some people do not want to give up. The whole "open source" idea reminds people of being abandon or stranded on an island.
With any open source product, you have to know what you are doing. They are not just some brain dead programs that anyone can use. Not only do you need to know how to work the application but you need to have a little background on how the PC works. Most people do not want to bother with that.
Technically, GIMP works just as good as Photoshop CS2. I have them both and use to prefer CS2 until I learned GIMP. They pretty much do the same thing but differently.

No. Maybe in a few years, but the GIMP lacks the power and stability of CS2.
But it's kind of hard to argue with multi-platform - and free.
