It's normal for a man to be 5'6 at the age of 17. It depends on the parents if they are short or tall and also the grandparents. If the family line have a gene that you guys are all short, well, he's probably stop growing. Except, if your parents are tall, and there's a family line have a gene that you guys are all tall, then it's possibly he isn't done growing. Sometimes the hormones stop for a while, and start kicking up later on his life, and he'll start growing again. Sometimes, the hormones will stop even though the family are all tall. It just depends on that person, and the parents. Also, it sometimes the nationality (where your brother is from). If your brother is a white man, he is undersized (you probably know) because the avg. is 5'10. But if he isn't, well, different story. You know that men start growing a little later after women do, so sometimes they are shorter then the girls. The average age for a man to STOP growing is 21 (from experience). If your brother started growing early, well it's possible he is going to stop growing at 18. If your brother starting growing late, it could be as late as 25!

It is possible that Men can grow until about 20. Personally, I stopped growing when I was about 17. Alot has to do with genetics. You might want to look at your fathers growth history and how tall he is. Did he grow in his later teen years? My guess is that he will be about the same height as your father give or take a couple of inches.

5"6 is not a bad hieght for his age. It depends on genes as well. He may grow few inches or may stop. external factors like diet and sports also make a difference. even if he stops growing he'd be perfectly fine. 5"6 is a good height.

He will grow it might just take some time my brother was 5'6 when he was 17 when he turned 19 he was 6'2 so just be patient and he will grow soon

There is really no set age. His body will stop growing when it gets where it needs to be. my ex brother in law was 5feet 6in or so until he was about 19 or so and then shot up to well over 6 feet
