Tell your friend of 10 years that you would of loved to have been there, but you have already made plans with your boyfriend.

I live in the 305, trust me, the fair sucks this year..but if you really want to go, see if you can do both. Depending on the timeframe, try to make it the dinner and meet and greet, but when you get their make sure you mention that it is your time of the month and you have cramps and all that happy stuff. After you have been there for a little, politely excuse yourself because you "feel very sick and have to go", you friends, being a woman, will understand. From their, go to the fair and eat all the funnel cake you can, just make sure you don't answer the phone if she calls you. I know it's your neighbor so the logisitics of getting away might be harder than normal, if you really want to make it work, you can.

Send a gift to your friend and go with your boyfriend. That way she knows you aren't just blowing her off...but sometimes you just have to do what YOU want to do, and real friends will understand that. Have fun!
