I believe the device you're looking for is called a "flasher." A plug that repeatedly turns the lights on and off.

With such a device, all the lights in a strand will come on and turn off at the same time, but if you have several strings up in the same place, that won't be very obvious.

My parents have a device that has 6 plugs on it so you can have all your lights flashing in sync w/ each other. There is a dial on it to adjust the speed from steady lights to blinking out of control like disco light ( very annoying). they've had it for years so I don't know if they still make it or not.

I've only seen lights that are made that way. They come with a little box attached to the wire that deals with binary to make them twinkle. They aren't expensive.
