what you're referring to is not necessarily meant to be literal. there's not really a "list" of rules per say, though the geneva convention set some "guidelines" to rules of engagement and treatment of POW's. the "rules of war" typically are an unspoken list of moral acts during combat, if there is such a thing during war. the term was widely used during the early days, where troops would line up in rows and have protocall for surrendering and pre-battle rituals. Not so much anymore.

Thats kind of hard to answer. Theres kind of an agreement between civilized countries, unwritten rules. Like if the US was at war w/ China; if the US had 2000 prisoners of war they wouldnt behead them all like the Middle Eastern Countries.
Alright you could say it like this; the main rule of War is what goes around comes around. If you bomb a city, dont be surprised that the other country will bomb your city if they get the chance. If you use a Nuke, dont think the other country wont if they have it. Obviously its war; but if your in a War w/ a civilized country, if you dont fight dirty, they wont either. If you do fight dirty, chances are they will.
Its basically a commen sense list of unwritten rules.

The Geneva Convention issues the rules for warfare. Every nation is expected to follow these rules, but no one really does.

I'm not sure about rules of war, there is the Geneva convention and the rules of engagement. LOAC laws of armed conflict, you can look on the internet to find most of what you are looking for.
