Feel sorry for him. It's not that hes not attracted to any of these girls, it's just that he fears they won't like him.

tell him that you would be happy to help him but that he needs to be less picky. since he's your best friend, he shouldn't take that the wrong way. nobody is perfect and it's impossible to find someone that perfectly matches what you're looking for in a girl.

I wouldn't spend hours combing the streets or anything, but if I knew of someone my friend might like, then I'd have no problem introducing them and letting them take it from there.

tell him, I'd love to help you out but you're on your own man. It's very hard to find him someone unless you know him extremely well and know what he's looking for. It would much easier if he did his " girl-finding " on his own.

Get him drunk and take him out. Everyone looks screwable when you're hammered. Just don't get him to loopy, we don't want that little thing in his pants to be "Out of Order".

you meet some nice girls, be subtle introduce them to him as your old child hood friend or something see how he vibes off her then work from there.
