I think you mean a secured credit card? This is where you deposit money with the issuer, and they issue you a credit card where the credit limit is secured by your deposit.

Do not try first premier...horrible rates and fees! It will hurt your credit! Your balance will be close to your limit before ever using your card because of the fees. And high utilization lowers your credit score with credit cards...so don't bother with that card.
The best thing for you to do is go to Target.com and get a target Guest Card. It's a credit card for Target. You'll probably only get a $200 limit...but it's a good start. Then go and apply with Capital one or Orchard bank. Both are good starter cards and unsecured!

The ones who advertise on tv, especially during the daytime housewife garbage, tend to be fairly lax about who they'll give credit to. Beware, though - they make their money, and cover the high risk, by giving you low limits and high interest rates.

maybe you should start off with like a macys card or another store credit card...then you can build your credit and apply for other credit cards...it worked for me..
