I have the same problem, so I know how you feel. Everyone says to just ask him out already. If that's the right choice for you, go for it, but personally I don't want to make any waves in my friendship. I know that they say that "if he's really your friend, then it won't matter what his answer is", but it will. I'd say just take it slow, flirt a little, so he knows he has a chance. Only time will tell, I've known my guys for 6-7 months, and we started out as friends. Lately though, he's been paying me extra special attention, so just go with the flow I guess

If you are a young guy then I would do nothing. Things are confusing enough as they are until you've "come out" or figured out that you don't really swing that way. Once you're both out, ask him out on a date.
If you are a gal, then its about body language. Here are the typical signals. When he's talking, make eye contact and hold it a second too long before you look away (but dont stare). Always (unless its totally inapproprite!) include him in a conversation when hes in the group. Don't cut him down, minimize the teasing (and never about macho stuff). The object of this is so he knows you think well of him. If he doesn't think you think he is, in some way, special then prospects are dim. Since you are his friend already, you know what his interests are so eventually there will be something that you and he can do together without the rest of your crowd. Movie, game, mall, McDs. Get interested in something he's good at or can help you with (but don't pretend interest). If he shows no interest in a more boy-girl relationship after that then probably best to move on, although you could try again in a month or two.

Can you imagine yourself kissing him? Can you imagine how you may lose your best friend ove the guy? Think it over, and if you still have feelings for him, tell him how you feel.
