It's much easier if you first walk over have a conversation and than ask someone out :)
Like if you were at a party, you could try to dance with a girl first, and than try some light conversation, if you're both having a good time you can move on to asking her out.

How do you approach a total stranger in a bar or club? Seems like no one thinks going up to a complete stranger in a bar would make you a weirdo ..... so why any different outside a bar or club?

I have an idea:
Walk up to the stranger and ask just what you asked here. It would add some humor to the question.
"Excuse me, can you tell me how I would be able to walk up to a total stranger and ask for a date - without looking like a wierdo?"
